Job Description

The Prototype Network Operations Manager reports into the Functional Engineering Product Support Directorate

The Prototype Network Operations Manager is responsible for the overall management of the Combat Mission Systems Ground and Amphibious Vehicles Prototype Network and the technical vitality of the associated people, processes, and infrastructure.The Prototype Network Operations Manager shall manage all the prototype capabilities within CMS inclusive of fabrication feeder shops organic to CMS Engineering.

The Prototype Network Operations Manager shall provide cost effective and timely prototype servicesto CMS programs/projects, and other clients on a non-interference basis.The Prototype Network Operations Manager shall maintain capabilities within the Prototype network to include prototype operations in San Jose, CA, York PA and Sterling Heights, MI.The Prototype Network Operations Manager shall identify core/context capabilities within the Engineering Services domain and aggressively out-source non-core capabilities, inclusive of piecework fabrication capabilities, to improve competitiveness.

The Prototype Network Operations Manager is responsible for the Engineering product development lifecycle to include:

Hardware Project Management

  • Proposals and BOE Bid support

  • Prototype Integrated Master Schedule

  • Capacity Planning

  • Engineering Prototype work site selection / Clearing House

Industrial Engineering

  • Prototype processes, procedures and maintenance

  • Methods

  • Offload work center management

  • Producibility

  • Material flow

  • Facility configuration and infrastructure

  • Capability assessment and improvement

  • Transition to Production

Production Control Planning and Inventory Control

  • Utilizing MRP to Initiate planning and procurement for all required CV engineering material and services

  • Creation of work instructions and Job routings

  • Structuring and maintaining As Planned and As Built Bills of Material configurations

  • Stock Build and Direct Material Inventory levels

Prototype Assembly and Integration

  • Metal piece part and structure fabrication

  • Electrical component fabrication

  • Sub assembly and vehicle platform installations and assembly

  • WIP Material Control

  • Test support

  • Prototype Field Support

  • Quality Control

Material Supply Operations

  • Shipping and Receiving

  • Warehouse operations including 3PL

  • Maintenance of Floor Stock

  • Transportation

  • Material Expediting

  • Government Property Control

  • Scheduling

  • ATF reporting

Functional Support

  • Business Development

  • Supply Chain

  • Security Operations

  • Contracts & Government Property Administration

  • Production Operations

  • Logistics

  • Export compliance

Typical Education & Experience


Required Skills and Education

  • Mastery of the functional domain, inclusive of contemporary state of the practice, processes, and tools

  • Bachelor s degree with 10 or more years of relevant managerial experience

  • 12 or more years of experience of hands-on design in a product development environment

  • Practical knowledge and experience with bidding engineering scope for proposals

  • Practical knowledge and experience with all applicable engineering/manufacturing processes

  • U.S. DoD proposal and contract execution experience

Unrelenting commitment to Safety

Preferred Skills and Education

  • Contemporary design/development program experience

  • Expertise in a relevant technical discipline within the functional domain

  • Six Sigma Black or Green belt with practical Lean experience

  • Working knowledge of cost management disciplines

  • BS in Engineering/Science plus 17 or more years of relevant experience
